Monk: Is Effuse too weak? #548

We reworked Monk's Chi effuse feature in the 3.0 rework, changing it from a scaling 1d4 + 1 per chi point to a maximum of 4, to a static amount of healing equal to Wisdom modifier. Was this too much of a pruning? could we add some punch to effuse in some other way?

I fear currently people will look at Mistweaver and say it's not enough of a healer spec to consider. Not all parties need a healer, but I would imagine that some people would want to play the healer role with the HH. Some kind of changes would be nice, but not sure how to go about them. The Mercy Monk could provide us with what we need
