Fixed URLs to point to this service location: https://idpgis.ncep.noaa.gov/arcgis/rest/services/NOS_ESI

For these four layers; ESI - Aggregate ESI - Cartographic ESI - Most sensitive ESI - Shoreline

These are now drawing in the map, but the legends are broken or not drawing. Also, throwing errors about scripts MIME type. Closing this ticket. Continue to track those issues in the Marine Planner issues
