Describe the bug DOI for arxiv should be uppercased

To Reproduce Steps to reproduce the behavior:

  1. See https://www.wikidata.org/w/index.php?title=Q123260150&oldid=2001621063 with "10.18653/v1/K19-1063"

Expected behavior In the example it should be "V1"
