Wrong DOI generated with no uppercasing of letters

Describe the bug After PR https://github.com/WDscholia/scholia/pull/2453 a wrong DOI is generated where letters in the DOI is not uppercased-

To Reproduce Steps to reproduce the behavior:

1. https://www.wikidata.org/w/index.php?title=Q125490579&diff=prev&oldid=2129965186

Expected behavior Letters in DOI should be uppercased.
