paper-to-quickstatements functionality is now implemented in 3 functions in arxiv.py, utils.py and qs.py. At least utils.py and qs can probably be merged.
Furthermore they disagree on the fields in the paper dictionary.

Just one function in qs.py called paper_to_quickstatements. Note that there is a proceedings_to_quickstatement there.
