Add/Fix markup for answers in FAQ

Fixed the following errors in the markup:

• No paragraph tags around text (improperly used
  to create appearance of paragraphs)
• no quotes around href paths in 'a' elements
• use of '\' in href paths rather than '/'
• missing target="_blank" in 'a' elements
