In the LDAP server, for known users. This requires a new schema entry that will be added as soon as needed.

This is to send messages that aren't just responses to users, e.g. to send reminders of /tolab dates 1 hour before it's time.

Useless, it's the same as Telegram user ID (for 1:1 chats)
