Summary (short): Replace packery with vue-grid-layout

Description: Test if this would work well for our usages

[ ] Moveable panels
[ ] Adaptive to panel height
[ ] Allow for more than 2 panels wide
[ ] Pack in so there's not a ton of whitespace between the bottom of one panel to the next

If issue, Reproduction: N/A
