Automatically start Sidekiq after deployment #120

Because

Sidekiq is required for Mars ingest, and various other services, to work properly on Avalon. Right now, ensuring it's on is a manual process that requires logging into the web app container (through Rancher), and running a rake task.

Done when

Sidekiq starts automatically as part of deployment.
