`./ov` init scipt

Added ./ov init script for basic commands
- build
- build (or rebuild) docker image locally
- cmd
- run a command in the docker image
- dev
- Live mount app files
- Enables hot reloading
- help
- prints basic help text
- catchall for any unrecognized command
Single letter shortcuts accepted for args

`Dockerfile`

Removed COPY and npm install
- mounted files with ov init scipt dev
- allows live hot reloading
- requires user to install npm modules on init

Install npm dependencies

Install locally (with docker):
- ./ov c npm i
