Update database `refGeneWithVer` #166

Dear Prof：

Thanks for the excellent tool. Could you update the refGeneWithVer database, whose transcript version is not match the NCBI‘s. Actually, I want to use the newest transcript version to get the protein sequence. Thannks a lot！

gtf or gff has the latest updated transcript,

The refGene, knownGene and ensGene are updated now.
