Can discussion board be created by any GitHub user? #16

With the upcoming Epiparameter workshop at the WHO Berlin Hub we will be using this repository to collect participant feedback. Can discussions be created by anyone with a GitHub account @miroslavlevar? This will ensure we do not have to add each participant as a collaborator on the repository during the workshop.

Thanks for reaching out @joshwlambert . Any authenticated user can participate in discussions. For managing discussions like creating a new category, user needs to have write or greater permissions. Here is the link where you can find out more about it: https://docs.github.com/en/discussions. If you need anything, just reach out and I'll help you in setting it up.

Patricia is admin, so I confirm that she has the neccessary permissions.
