Method for manually controlling winch motor #12

@mrun0205 has expressed interest in having a manual method for controlling winch motor. It would be possible to disable the conductor and manually send ROS messages via CLI but this is impractical.

Longer term solution: Build out plugin for Foxglove Studio which allows users to interface with PhytO-ARM nodes.
