Support winchless configurations like SeaTrac #9

Not the finest solution, but an expedient one. Forks the conductor node to eliminate anything to do with winch control. Makes winch control nodes optional in the launch file.

Requires a directory with JSON routines be mounted into the container.

Fixes #4.
