Several suggested updates to new ifcbdb build #382

Implement new build adjustments as discussed on #380.

Allow docker compose to manage container and volume names for portability
Use docker compose commands for Django manage.py commands
Import local_settings.py if present
Mention HTTP-only nginx mode in README for proxy TLS termination
Allow setting postgres password in env var
Use env vars and specific images for all containers
