Resolves WHOIGit/nes-lter-ims#60 (partially)

Looks good. I think the removal of the quotes from the csv entries with semicolon should be fine. Good that this commit removes special characters from attributes and catvars txt files but likely those are still in the originating LTER_ForageFish_Info.xlsx so I added an issue for next version.
