How to get draft spec to show up in wicg.github.io? #184

Hi,

I've added the first draft of the Web Smart Card API but I'm not seeing it show up in https://wicg.github.io/web-smart-card/ as I would expect it to.

What am I missing?

Ok, I've added a workflow to generate the spec html to a gh-pages branch. Let's see if that's enough.
