Add listPurchases #13

Add description and a proposed API shape for a listPurchases (aka queryPurchases) method.

Can bikeshed on exact names, and fields needed in PurchaseDetails, later ;) Fixes #12

Added purchaseTime and willRenew to PurchaseDetails seeing as Matt hasn't reviewed this yet and we think they're worth adding.
