In Chrome on Windows 10, Doc PIP window doesn't stay on active desktop #112

On Ubuntu, the Doc PIP window from my web app stays with me as I move between workspaces in my OS (like "desktops" in Windows).

But on Windows 10, the window stays on whatever desktop it was created on. This makes it more like a normal popup (i.e. less useful) and goes against user expectations. Is this a bug?

This seems like an implementation issue, not a spec issue.
