Add motivation to spec #2

The explainer explains why the spec exists (specifying Blink's behavior so other implementations can interop) but the spec itself does not. Someone reading the spec first could justifiably think that this is a proposal for new APIs.

So let's put some of the motivation text in the spec itself.
