Update permission model and add specification #29

This pull request includes a new draft specification and updates the preferred permission model from reusing the "notifications" permission to defining a new "idle-detection" permission.

LGTM

Just looked through the README and the new permission model, which I like: seems like a more specific / explicit model.

Feel free to merge when the .bs feedback from @domenic has been addressed, but from an explainer perspective, this LGTM.
