Fix error in sort and normalize specifier map. #224

In working on an implementation of import maps (a nodejs loader, found here), I found what I think is a typo in the spec. The reference implementation deviates from the spec text, and my implementation didn't work until I matched the reference implementation.

I just created a WICG/W3 account and connected my github. Looks like the IPR bot needs to revalidate still, but i think it should work if you trigger the revalidation?

Ah awesome! Unfortunately it looks like we're still stuck; when I try to click "Revalidate" it says "Authentication required".

I'll start pinging people more aggressively if this isn't sorted out by tomorrow.
