@dtapuska can you please review this? I'd like to land this today before I leave on vacation so we can reference it from the PE spec for implicit capture (but we can of course continue to iterate on the wording / bike-shed on the API name after it's landed).

Sure, will do. I started to add it here, but I suspect there will be more bikeshedding around details of it, so I'll do that in a follow-up PR right away.
