Flash Click to Play and Important Content filters appear to be designed as an intervention against power and CPU hungry content.

(As noted in https://github.com/WICG/interventions/pull/72, we intend to archive this repository and are thus triaging and resolving all open issues)

Unless I'm misinterpreting the word "Flash" here this issue seems no longer relevant. Closing.
