Stricter default Referrer-Policy? #70

Could we have a stricter Referrer-Policy by default?

Spec developers are asking if they should use a stricter variant for new web features: https://github.com/w3c/webappsec-referrer-policy/issues/121.

As an aside, insecure connections will hopefully die out some time in the future, then no-referrer-when-downgrade wont hold much value, I think.
