Initial Bikeshed setup #21

This PR contains the initial Bikeshed build setup. Once the build is complete, Github Pages can be enabled on the repo.

@yoavweiss, can you check all the editors (@anssiko @ibelem @backkem @wangw-1991) have write access to this repo? While here, please also check the build and deployment settings in this repo match: https://dlaliberte.github.io/bikeshed-intro/#publish-with-github Or grant the editors access to these settings, whatever is your current best practice.
