Remove [NoInterfaceObject] #78

Interface mixins are not exposed through language bindings, so I believe [NoInterfaceObject] can be dropped from NavigatorNetworkInformation mixin. There's an ongoing effort to remove [NoInterfaceObject] from WebIDL https://github.com/heycam/webidl/pull/609

@annevk this spec was not tracked in https://github.com/heycam/webidl/issues/430

It was a quick fix, so I just went ahead and did it.
