Client Hints should get Sec-CH- prefixes #96

I know this spec may have bigger fish to fry, but I found myself surprised today that the ect, downlink, and rtt Client Hints in this spec (and in Chrome) don't have Sec-CH- prefixes, as Client Hints Infrastructure claims they do.

I don't know if that's worth updating in this spec (and in Chrome) at this juncture, but it did seem worth noting, at least.

I have worked on a fork of this spec that greatly reduces the amount of exposed data focusing on just the core parts; and in this fork, I expose everything using the Sec-CH-* prefix: https://tomayac.github.io/netinfo/#the-networkinformation-interface.
