Hey Nick,

I only remembered you had #86 after writing this. Given how much the spec has changed since I think you'd have to rewrite it anyway - and I think the verbiage here works a little better, referring to the activation at the time of navigation initiation. I've also left a note/TODO based on the comment Domenic made in the other PR. WDYT?

LGTM! Yeah, this looks good, my patch #86 was blocked on figuring out how to specify propagating the user activation over navigation, so this looks like a good description + TODO for now.
