Add Fuchsia to common values of Sec-CH-UA-Platform #297

Chrome and WebEngine currently reports "Fuchsia" for Sec-CH-UA-Platform. Based on suggestion from crbug.com/1225775#c15, we should add this to the spec.

This change adds another example to a SHOULD field, should be marked as non-substantive. Let me know if my understanding is incorrect.

I tried to decipher what counts as non-substantive by reading https://www.w3.org/2021/Process-20211102/#class-2, and honestly I'm not sure where adding another SHOULD-level acceptable value falls. But if you're not opposed to joining the WICG, that would be the easiest. :)
