The Google Photos team wrote about their learnings and requirements when doing their web app. It might be possible to turn these into requirements

Great article, thanks for the link. I implemented something similar - turns out it follows pretty much the same approach to layout that they did (works on 24x photo 'chunks' as the item with virtual scroller)
