Rename repository to web-app-launch #74

The current repo name is sw-launch however the Service Worker component of this is expected to be an extension to the declarative manifest API which describes the behaviour and developer customisation of launching web apps. This should be renamed to something like web-app-launch as suggested by: https://groups.google.com/a/chromium.org/g/blink-dev/c/hzR6LNu4JFk/m/n35IuIKXAwAJ

According to https://docs.github.com/en/repositories/creating-and-managing-repositories/renaming-a-repository links to the old name will be auto redirected to the new name. It's unclear if this applies to gh-pages though the https://wicg.github.io/sw-launch/ is somewhat recent, most things currently link to the explainer which would get redirected.

Update: this repo is now web-app-launch, a few links still need updating to reflect this.
