The Web Preference API aims to provide a way for sites to override the value for a given user preference (e.g. color-scheme preference) in a way that fully integrates with existing Web APIs.
Unsure on whether this can be normative as I don't think we can mandate what browsers UI looks like or does but an informative note that says these can be cleared and its up to UA how they do it should be good enough
