Migrate from docusaurus to starlight #369

This is a mega-PR that migrates the entire website from Docusaurus to Starlight.

Local development

  1. Pull down this branch.
  2. Run yarn install to get all the dependencies in
  3. Run yarn start to get the local dev server up and running

Content update

  1. All the docs related content exists in the /src/content/docs folder.
  2. The docs.mdx file in the /src/content/docs folder is what shows up if you navigate to /docs, think of it like the index.html of the /docs folder, it just has to be named that way for the URL to work out
