Add blocklist.txt for managing the device blocklist #147

The initial contents of this file have been copied from the Chromium repository. Further entries in the blocklist should be added here so that they can be integrated into any implementation.

Yes, for now I will sync this list with usb_blocklist.cc manually but we should really wrote a script that can pull the latest and generate either a .cc file or a string for deployment via Finch.
