add the /data/sim/sim-new/downloads/icevariations/ to cvmfs data

Nancy wants the 4.0.5 versions. We should figure out how to do versioning properly.

4.0.3 is the buggy ones where there is actually a 1% variation instead of 10%, and someone should care to rename the new files to scat.1 instead of scat.01, as this is misleading (at least to me)

4.0.5 are uploaded, with proper naming. See: /cvmfs/icecube.opensciencegrid.org/data/icevariations/clsim-4.0.5
