lower ceph quota from 2.25TB to 1TB per Benedikt #61

I think we need to consider this more carefully. We have used a 2TB default quota for at least the last 5 years. We also had a 1m file limit. We have a few users who exceeded that either by request or through an error with quota setting in the user provisioning script at the time their accounts were created.

We have the space to handle the current quotas, and can work to get the folks way over quota back to their limit. But if we think we want to walk back to 1TB, that should be after discussions with the users, and we should have rock solid reasons for that.

I think we have technically sound reasons to talk about nFiles and why we need that to change. But storage volume is a more difficult conversation, and will be made even more difficult by the fact that 'df' reports over 5PB free space. Now admittedly, in ceph world using all of that space will eliminate our ability to sustain the loss of a machine, but even at that we will have a hard time justifying a quota reduction.
