The 'private' repo of LandBOSSE up till this point was referring to the private version of LandBOSSE (hosted on NREL's GitHub account).
The private repo extended LandBOSSE to the Distributed Wind (DW) scale (product of development efforts of FY19 Q4, and FY20 Q1 and Q2). LandBOSSE has been increasing in popularity among other projects at NREL. Many of these other efforts at NREL are leveraging LandBOSSE in their respective tools, and would like to be able to run LandBOSSE for land-based wind BOS cost modelling for 1+ turbines of 100 kW+ turbine ratings.
This PR will extend LandBOSSE to run for the DW scale in addition to its existing capability to run for utility scale projects.
