Revise process time defaults for floating substructure installations. #66

Move them to process_times and add pathway for optional parameters.

Times don't line up with TurbineInstallation module. Revise during floating installation study.

Excellent work on this library! I'm looking to gather some costs and process modeling for floating sub structures, I see a couple of open issues for floating wind turbines as well as it in the future work category of the documentation.

Is this a feature NREL/ORBIT is expected to release soon?
