Bug fix: Duplicate log args & Improper port vessel management

This PR addresses three issues:

• Another negative delay edge case in the crew transfer process caused by not exiting recursive loops properly
• Duplicated fields in log_action during complex repair logic
• Improper vessel management at ports where all tugboats are assumed to be TOW- and AHV- capable
