Can't write text in new note if report is opened #813

If the report is opened and I try to add a new note (via "Add new Note button" or "Save to Notebook" button), I cannot type in the text input. Whatever I type is appended to the report instead.

More findings:

I found that I can interact with other inputs: canvas, buttons, sliders, select dropdowns…only textarea can’t get the focus.

When I collapse the report I can focus on the textarea in OR When I collapse the report and then expand, I can still focus on the textarea in OR if I don't click in the summernote area first. Once I click the summernote area, I can no longer focus on the textarea in OR.

We will address this when we rewrite VLE in Angular.
