Obscure Constraints Bug: empty tag + CQ #262

How to reproduce:

  1. create step 1 can be any step? I created HTML
  2. create step 2 can be any step? I created HTML
  3. create step 3 CQ. Make its goto step = step 2.
  4. create a new tag for step 1 and don't add any tag label. leave it blank.
  5. preview project, go to step 3, answer it wrong.

you will be taken to step 2, and then you can't go back to step 3 until you go to step 1.
