C-Rater Waiting View #273

To deal with student feedback not being displayed due to slow school network/WISE/ETS servers, implement a modal waiting view for X seconds (5< X <30? experiment). Students should not be able to click on anything during this time, and they should see some indication that work is being done and they should wait until it finishes.
