Need to update the flag message created since we don't have true domains for this field. Soften message so it draws attention to ensure value is appropriate. Don't want to say it doesn't exist w/in the domain list though. Discuss w/ Codie, David or Ana if have questions.

Language softened and .txt lists updated from V4 parcel data...
