rescan pci before doing anything with vl805 #42

Issue:

VL805 is not seen after boot up. pci rescan is needed to be added before hwtest tries to configure VL805.

We need to do a rescan for pci before the vl805 can be detected:

echo 1 > /sys/bus/pci/rescan
