[Enhancement] Upload photos with report

Description

The community is having issues with OPD enforcement; even when phoning in reports, officers are not citing drivers. If OPD even sends someone out, the community is often told that nothing can be done because the trucks are often gone by the time OPD arrives.

Proposed solution

Add the ability for users to upload photos when they file their Truck Tracker report, so there's a record of the actual truck. With photo evidence, it may be harder for OPD to refuse to issue citations.
