Eg. exclude Lighting Strike from VIP extract since you don't start with concealment on that mission

Also, we should disable it on all missions if the High Alert DE is active

I think we should switch to using tactical tags and excluding based on tactical tags, otherwise will keep stumbling onto cases like these...
