Facilities are no longer unlocked when contacting their region - the only way to access them is by researching leads
Researching a lead converts it to a "actionable lead" - internal counter in CI (or a resource in XCom HQ, need to see implementation-wise)
When exiting form a facility mission (success or fail), the number of actionable leads is decremented by 1
When the number of actionable leads is 1 or above, all facility missions are unlocked. When the number falls to 0, all facility missions are locked
The current number of actionable leads is displayed in the resource bar when looking at the facility mission blades
The avatar project is slowed down by 15%
The lead research time is reduced by 20%
