This is not a bug, but an issue from vanilla. In Supply Extractions missions, even if you tag more than 3 crates, Skyranger will only extract a maximum of 3 per turn. This was something easy to overlook in vanilla supply extractions, where you could take your time, but the CI variant of this missions are significantly harder, and proper soldier positioning and risk-taking should be rewarded.
