Remove accelerate research CA #554

Instead of granting a 50% off coupon when the CA is completed, double the per-day progress of the relevant tech while the CA is running.

Given the multiple failed attempts to rework this CA and after much consideration, we have decided it should be removed from the game. This issue will transition to removal, rather than redesign.
